Write Testimony to Protect Birth Control Access in Massachusetts

Access to affordable birth control is under attack.

More than 55 million women – including 1.4 million women in Massachusetts – now have guaranteed access to affordable birth control thanks to the Affordable Care Act’s (ACA) no copay birth control benefit.  But Secretary of Health and Human Services, Tom Price, could eliminate the no copay birth control benefit tomorrow, regardless of what happens with the ACA.

That’s why the Planned Parenthood Advocacy Fund is advocating for the Contraceptive ACCESS bill, state legislation that safeguards access to no copay birth control in Massachusetts.

We expect the Massachusetts State House to hold a hearing for the ACCESS bill soon – and we need your help to demonstrate the essential need for this bill.

Testimony in support of the Contraceptive ACCESS Bill (S. 499 / H.536)

Dear [Decision Maker],

Chairman Eldridge, Chairman Michlewitz, and members of the Joint Committee on Financial Services, I am pleased to offer this testimony IN SUPPORT of S. 499/H. 536, An Act Relative to Advancing Contraception Coverage and Economic Security in our State, or ACCESS.

Building on the promise of the Affordable Care Act, the ACCESS bill is critical legislation that will remove persisting barriers to care and ensure contraception is affordable and accessible to all people living in Massachusetts.



The guarantee of accessible, affordable birth control is at risk as Congressional Republicans aggressively try to repeal the ACA and the Trump Administration stands ready to unilaterally strike Health and Human Services regulations that established and clarified some of its key provisions, including insurance coverage of contraception without cost sharing.

The ACA was a monumental step forward. Massachusetts now has an opportunity to reject the regressive federal attacks on access to contraception and instead improve upon the progress of the ACA for its residents.

Massachusetts state lawmakers must help us protect our residents by defending access to basic, preventive health care and expanding access to the care our residents need.
